Dale is Senior
Executive
Officer for
the Florida
Department
of Revenue.
His primary
role is
serving as
the agency's
chief
business
process and
benchmarking
leadership
officer,
with an
oversight
responsibility
for
integrating
all
programs,
within the
context of
the
internationally
proven
Malcolm
Baldrige
Business
Performance
Excellence
management
framework.
The Florida
Department
of Revenue
is one of
the most
innovative
public
sector
agencies,
both
nationally
and
globally.
Dale has
successfully
demonstrated
an extensive
level of
high
performance
government
and private
sector
expertise,
to include
selected
Fortune 500
firms in
both the
high
technology
and service
industries.
The Florida
Department
of Revenue -
with 5,300
employees,
an
enterprise-wide
budget of
approximately
$600 million
and tax
collections
of $40
billion per
year -
administers
most of
Florida's
state taxes,
enforces
child
support, and
oversees
administration
of property
tax by local
governments.
The
Department,
1998 winner
of the
Baldrige
based State
Sterling
Award,
serves
America's
fourth
largest
state, with
an economy
ranking
between
Australia's
and Turkey's
in gross
domestic
product.
Dale is also
a "founding
member" of
the
Minnesota
Council for
Quality,
currently
serves as
the 2008-10
Chairperson
for The
Government
Division, a
division of
over 1,200
members
dispersed in
30 countries
globally, as
part of the
American
Society for
Quality, and
was
president of
the
Minnesota
Chapter of
the
Strategic
Leadership
Forum. In
addition,
Dale was the
2004-2006
President of
the North
Florida
Chapter of
the American
Society of
Public
Administration
(ASPA) and
currently
serves as
the 2009-10
Vice
President
and chapter
board of
director
officer.
Prior to the
public
sector, Dale
worked for
approximately
20 years in
the private
sector at
Control Data
Corporation,
General
Mills, and
Xerox
Corporation,
in various
Marketing,
Information
Systems, and
Consulting
management
capacities.
He was
instrumental
in
generating
$50 million
in Sales
Revenue for
an 8,000
employee
division for
customers in
both Fortune
500 firms
and large
civilian and
Department
of Defense
agencies.
Dale holds a
Bachelor's
degree in
Mathematics
from St.
Lawrence
University
in Canton,
N.Y. and a
M.B.A.
degree in
Finance from
the
University
of
Minnesota.
